Richard Jolley
Environment and Sustainability Manager
Richard is a strategic environmental leader recognised for his expertise in environmental governance, enterprise risk management, regulatory compliance and major project approvals across the waste, resource recovery and infrastructure sectors. At Sycle, Richard oversees environmental governance, compliance, and assurance across complex operating facilities, advising executives, boards and committees on environmental risk, land contamination, permitting, and regulatory affairs. Qualified in Environmental Engineering and Environmental Science, he has delivered significant outcomes across EPA permissions, planning approvals, ISO 14001 initiatives, regulatory resolution, and major facility developments. Richard also sits on the Executive Council of the Victoria Waste Management Association, contributing to industry leadership and best practice.

HSEQ Manager
With over a decade in quarrying, renewables and waste, Hannah brings strong expertise in operational safety within high-risk, compliance-driven environments. As HSEQ Manager at Sycle, she embeds safety culture across infrastructure and resource recovery projects, guiding teams to manage risk, improve systems and meet regulatory expectations. Previously, Hannah led risk and safety strategy at Repurpose It and has held roles in operations, logistics and leadership, giving her a grounded, practical perspective on making safety real.
Andre Raffo
Operations Manager
With over a decade of experience, Andre leads complex infrastructure, recycling and resource recovery operations, combining strong execution capability with a clear focus on safety and environmental compliance in demanding environments. He brings practical experience and commercial insight in establishing and managing new recycling sites and resource recovery operations, supporting sustainable material reuse, diversion from landfill and responsible environmental performance all in an effort of building the circular economy.
Matthew Iannelli
Finance Manager
Matthew Iannelli joined Sycle as Finance Manager in 2024, leading the finance function and supporting the division's growth, performance and strategy. A CPA qualified finance leader with broad expertise across finance, investment and property, he pairs strong technical accounting with a commercial, operational focus, bridging non financial data with financial performance to drive strategy and capital decisions. He takes a structured, considered approach to reporting, forecasting and decision support, and is passionate about mentoring his team and lifting capability to add genuine value to the business.
